Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:45 PM on Monday, 4 June 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes – 21 May 2012
Selectwoman Nosal moved to accept the minutes of 21 May 2012 as presented. Selectman Sibley seconded the motion.  SO VOTED.  

Selectman Sibley moved to move agenda item 5. New Business a. Studio 80, Gil Boro – Temporary Sign to this point in the agenda.  Selectwoman Nosal seconded the motion.  SO VOTED.


5.  New Business
a. Studio 80, Gil Boro – Temporary Sign
Mr. Gil Boro, who resides on 80-1 Lyme Street, addressed the Board of Selectmen asking permission to install a temporary sign on Lyme Street which would be on Town property near the Lyme College of Fine Arts.  He would want the sign to go up for the June 9 show at his studio.  He presented a map and drawing of the proposed sign.

Selectman Sibley moved to approve the installation of a temporary pole / sign as shown on the map and drawings presented to the Board from now until Oct. 31, 2012.  Selectwoman Nosal seconded the motion.  SO VOTED.

4.  Old Business
a. Town Woods Field Maintenance – Update
Last weekend Country Lawn and Garden applied the first application of fertilizers to the Town Woods Fields. The fields were aerated and an overseeding was completed.  Another application will be scheduled at the end of June or the beginning of July.  Field updates will be posted on the Town website.

b. Annual Town Budget Meeting
The Town budget was passed at the Annual Meeting.  Also passed was the allocation of funds for the Roger's Lake Dam, allocation of funds that were spent on Hurricane Irene and the allocation of funds for the Harbor Management Dredging Study.  

c. Street Parking – Update      
First Selectwoman Reemsnyder reported that the paid street parking at Sound View began on May 26 and overall she has received great feedback.  People are charged for full day, half day or 2 hour parking.  After 5:00 PM there is no charge for parking on the street. She reviewed the parking reports generated by Officer Heinssen. The Selectmen commended the Police and the Old Lyme Town Rangers for doing such a fine job.    

d. Memorial Day Parade
First Selectwoman Reemsnyder stated that the Memorial Day Parade was a wonderful event and that Town was blessed with nice warm weather.  Congratulations were made to the essay winners.


5.  New Business
a. Studio 80, Gil Boro – Temporary Sign
This agenda item was moved in the agenda to before Communications.

Selectman Sibley moved to move agenda item 5. New Business c. to this point in the agenda. Selectwoman Nosal seconded the motion.  SO VOTED.

c. Request from Noah Christiano for Volunteer Connection
Catherine Christiano spoke to the Selectmen on behalf of her son Noah. The Volunteer Connection project is being coordinated by High School student Noah Christiano who has identified software that Town local non-profits can use to deliver their message, attract volunteers, link to their own sites, etc.  Noah plans to request donations from each participating organization to fund the project (software is the major cost). There is a direct benefit to Town residents and the process would be easy to track. Noah states that he could send a check to Truist, the software company, but the software package is discounted nearly 50% because of the Town's affiliation.  He feels that it would be best if this was paid through the Town.  Noah would be responsible for soliciting and collecting revenue from participants.  The annual fee for this software is $595. The Board of Finance would have to approve the expenditure even though Noah would raise the money.  The Selectmen realize that this project is a very big undertaking to set up and to maintain. The Selectmen suggested a few other organizations that might be able to “sponsor” this endeavor, including LYSB and LOL Education Foundation.  First Selectwoman Reemsnyder will connect with Noah about presenting this to the Board of Finance.  

b. Landfill Closure Bids
Notice of the Invitation to Bid was published on 2 May 2012. A pre-bid meeting was held at the site on 7 May 2012 and 10 contractors, sub-contractors, or suppliers attended the pre-bid meeting. Three addenda to the bid package were issued to all holders of contract documents. The bids were opened at the Annex to the Town office at 2:00 PM on Tuesday 22 May 2012. Seven bids were received. The bids ranged from $1,035,970.00 to $2,199,570.30.  The original estimation by Anchor Engineering was $1,056,625.50 with construction contingency of $102,585.00.  Low bidder is ET&L Construction Corporation for $1,035,970.

Anchor Engineering stated that on the basis of the bid received and the favorable references, they recommend the contract be awarded by the Town of Old Lyme to the low bidder ET&L Construction, Corporation of Stow, Massachusetts in the amount of
$1,035,970.

First Selectwoman Reemsnyder stated that currently in the Town's Landfill Closure Account there is $1,193,250.  In Fiscal Year 2013 the Town will be adding $100,000 to this account.  In addition, the Town (under the guidance of Anchor Engineering) has allowed Willimantic Waste to bring in appropriate materials to fill in the still open areas at the landfill and they are paying the Town a fee for this.  As of 1 July 2012 the Town's Landfill Closure Account will have $1,293,250 plus the fee from Willimantic Waste.  The bottom line is that the Town will be in very good shape to complete this and the project could be wrapped up by the end of October 2012.

Selectwoman Nosal moved to approve the bid from ET&L Construction Corporation in the amount of $1,035,970.  Selectman Sibley seconded the motion.  SO VOTED.

c. Request from Noah Christiano for Volunteer Connection
This agenda item was moved to before New Business b.

d. Blood Drive at Town Hall – July 3 (1:30 – 6:00 PM)
There will be an American Red Cross Blood Drive on Tuesday 3 July from 1:30 – 6:30 PM in the Meeting Hall of the Town Hall. The Selectmen encouraged people to donate blood.

e. Midsummer Festival – July 27-28
The Midsummer Festival will be held on July 27 and 28.  The festival will be extended as far as the Village Shops.  Please visit www.oldlymeartalliance.org for information.  There will be flyers available at Town Hall.

The State, through the services of Anheuser-Busch, has received about 200 recycling bins.  These are metal stands that each holds a clear plastic bag to put recyclables into.  These will be provided at no cost to the Town for use at the Midsummer Festival.

f. Statewide Emergency Drill Plans – July 29-30
The entire State will be doing a statewide emergency drill on July 28 – July 31.  Dave Roberge is on top of this.  

6. Public Comment – NONE


7. Other Business
The next Board of Selectmen's Meeting is scheduled for 18 June at 7:30 PM.  This time would conflict with the High School Graduation ceremony; therefore this meeting will be rescheduled as a Special Meeting on the same day, 18 June at 2:00 PM.
Selectwoman Nosal reported that she had received a communication from an individual about the Rogers Lake Dam Engineering proposal.  First Selectwoman Reemsnyder stated that the committee is aware of these concerns and will address them.
First Selectwoman Reemsnyder reported that she had received a notification from the State of Connecticut OPM.  The Police Department has been awarded a grant (for the second year in a row) for the Police and Youth Program in the amount of $9,973 for Operation Lyme-Old Lyme.
The Town is resubmitting their application to the State for a STEAP Grant for the upgrade to the Rogers Lake Boathouse.

9. Adjournment
Selectman Sibley moved to adjourn the meeting at 9:27 PM. Selectwoman Nosal seconded the motion.  SO VOTED.
